Hitmonlee's name in Japan is actually Sawamular which is a reference to a JAPANESE KICK BOXER NAMED Tadashi Sawamura. Which is why Hitmonlee Kicks.
Hitmonchan in japan is actually named Ebiwalar which is a reference to Hiroyuki Ebihara who is a world champion BOXER. which is why Hitmonchan Boxes.
It has nothing to do with either Bruce Lee or Jackie Chan. It's just a bad american version of a japanese pun. Considering that Bruce Lee and Jackie Chan both punch and kick and don't specialize in just one or the other.
Also, hitmontop in japan is Capoeirer. And thats a rip off of the name capoeira, which is a Brazilian fighting style.
